Their purpose seems to be to wipe out any civilization they encounter. A cloud is heading for Earth, but it won’t arrive for another 900 years. While research continues into what makes omegas tick, it’s a problem for future humans. It becomes an immediate crisis when a survey ship reports that the cloud has turned, and is heading for a previously unexplored system. It just happens to contain a thriving, pre-industrial civilization, and the cloud will arrive in a few months. In many years of diligent searching, mankind has found a number of dead civilizations, but only two living ones, neither of whom are interested in Contact with anyone. Saving this civilization suddenly becomes Top Priority. An exploration ship already in the area is able to sneak on to the surface, and the personnel plants many audio and video pickups, beaming language to a ship full of linguists, already in transit. Their ship, in bad need of an overhaul, is pressed into service too early, and breaks down before reaching the planet. A supply ship is able to join the exploration ship, and an attempt is made to fool with the planet’s weather, hiding the cities under thick clouds. All attempts to stop the cloud, or alter its course, fail. For the humans already in orbit, how do they tell the inhabitants that they must immediately flee their cities? Who do they tell? Will their warnings be heeded? How do they do it without violating the Noninterference Directive? As usual with McDevitt, this story is first-rate from beginning to end. It has good characters, and few, if any, wasted words. It does a fine job of holding the attention of the reader. Few Americans know the detailed history of the decline of democracy and the rise of fascism in Austria during the 1930’s. This important slice of history provides the backdrop, as well as the drama and suspense in my historical novel, The Last Waltz fascism history. Because Austria’s democracy after the war was not created out of whole cloth, but rather from Imperial remnants,there was no real commitment or understanding of its new government. Most of the aristocracy remained staunch monarchists, who resented their world being turned upside down with the loss of the Austro-Hungarian Empire. The working class tended more and more towards socialism. They had their own party, the Social Democrats and their own army, the Schutzbund. Pro-German fascism followed the rise of Hitler, culminating with his investiture as Chancellor of Germany in 1933. They formed their own party–the National Socialists, and their army mirrored Hitler’s bullying Black Shirts. Between these two extremes were the Christian Socialists (with their army, the Heimwehr). This party was made up of reluctant democrats who did not want to be ruled by Germany or by Stalin. They tried to steer a middle course and for a time, they were successful. However, “The Divine Right of Kings” which had been the coin of the realm for 500 years did not die in their consciousness simply because they had lost their empire. They had little affection for the common man, and certainly did not wish to be on equal ground with them. In order to prevent a socialist coup in 1933, then Chancellor Englebert Dolfuss got rid of the pesky parliament and its warring factions. As my heroine says in The Last Waltz, the democratic thing to do would have been to allow the Socialists to curb the Nazis democratically. However, the government’s true monarchist tendencies prevailed and they regressed to rule by dictorship. Fiercely patriotic, Dolfuss did not want to become absorbed by either Hitler’s Germany or Stalin’s Russia, but in discarding democracy in such a cavalier manner, he ruled out any help or sympathy from the Western Democracies and was left to stand on his own. He tried futilely to create a cult of personality equal to Hitler’s, but was completely unsuccessful (he was only 4′8″ tall). As Hitler rose in power and seemed miraculously to be healing Germany and redressing the wrongs of the Treaty of Versailles, more and more Austrians began to admire him. Soon the middle class was almost wholly National Socialist. Violence broke out against the Jews. The Heimwehr did nothing, not wishing to invite an invasion. In 1934, there was not only civil war between the Socialist’s Schutzbund and the government’s Heimwehr, but their was also a failed Nazi coup, during which Dolfuss was assasinated. Karl von Schussnigg became the new leader of this increasingly totalitarian state. Vienna, once a center of European arts and culture, became a nationalistic dictatorship sandwiched between three bullies: Hitler, Stalin, and Mussolini. Von Schussnigg was forced to make bigger and bigger concessions to Hitler to avoid invasion, but they eventually proved to be fruitless. In 1938, Hitler moved into Austria, welcomed by millions of supporters. The government and its ministers were shot, and anyone who did not support the Reich was either imprisoned or executed. Much of the cultural and scientific development that had made Vienna a cosmopolitan center was lost as the Jews either fled or were imprisoned. In many important ways, Vienna has never recovered. To-day its legacy is nearly forgotten. There is a lesson here. Democracy may be flawed, may not always be popular, but the alternatives are far worse. We must maintain an interest in our government. We must not succumb to disappointment and apathy, or inverted fascism demonstrated by “political correctness.” If we want to keep our way of life, we must fight for it, not in the streets, but in media, the courts, and the voting booths.
